LEON, GUANAJUATO

José Antonio Torres Marrufo, alias “Marrufo”, a leader of the Gente Nueva criminal group, was arrested by federal police. His group is responsible for illegal activities related to organized crime, especially trafficking, sale and distribution of drugs, kidnappings, extortion and several murders of members of rivals. He was also the mastermind behind the murders of 18 people in a rehab. center in September 2009. A reward of 2 million pesos (US $156, 244) was posted for his capture.

CHIHUAHUA, CHIHUAHUA

A group of gunmen chased the brother of a police commander to his home, executing him on his doorstep.

MICHOACAN

Due to threats from cartels, the schools in 10 municipalities of the state were closed, including in Patzcuaro.

CIUDAD JUAREZ, CHIHUAHUA

A municipal police officer was kidnapped while bathing in his home. Authorities raided a house where a truck like that used was found. No other information was released.

ALAMO, VERACRUZ

An attempt was made to assassinate the brother of the PAN candidate for Senate. Miguel Angel Yunes, State Coordinator of the state Oportunidades program. Several vehicles blocked his van and opened fire, but with no injuries occurring due to the van being armored. Mexican Marines and Army responded, and he was flown out of the area by helicopter.

JOJUTLA, MORELOS*

A municipal police officer, Román Salinas Vázquez, was executed while directing traffic in front of a kindergarten school. He was shot in the head and face 8 times with a .22 caliber pistol.

CHIHUAHUA

The Mexican Army dismantled a sophisticated communication base used by organized crime members to coordinate their activities on a ranch in Valle de Juarez. The radio system worked with a duplexer (device to separate two frequencies within a band), a repeater, UHF antenna and a 15-meter tubular tower. The electricity was generated with four solar cells. In addition at the site were located eight Kenwood radios and six Exide brand gel batteries .Also found were five firearms AK-47, with 14 magazines and 431 cartridges , most of them 7.62 X 39 mm. The military chief urged citizens to report illegal activities at (656) 288-06-57, or by email @ mail.sedena.gob.mx.

NAYARIT

January registered a total of 15 deaths, the lowest number in the past 22 months. The death count is the best indicator to measure levels of violence generated by organized crime (drug trafficking, arms trafficking and kidnapping, among other federal crimes ) and does not included murders from quarrels, intrafamily matters, and problems between individuals, for example.

TLAPA, GUERRERO

The body of a man was found along the highway, which showed signs of torture. Of note is the fact he was stoned to death, not something commonly done by the cartels.


CHIHUAHUA, CHIHUAHUA*

At about 2am on Saturday, a gunman entered a bar and opened fire. Ten people were killed, with another 7 wounded. The bar is the same location where there were previous multiple homicides. Another report says one of those killed was a female police officer, but did not indicate if on or off duty. Several members of the band were killed.

Emergency Message for U.S. Citizens:-Salvador, Bahia (Brazil) Police Strike
This message is to alert U.S. citizens to security concerns stemming from a state-wide work stoppage by the Military Police in the State of Bahia that began on Wednesday, February 1. The areas affected include the popular tourist and business destination of Salvador. There have been reports of store lootings, blockages of major streets and highways and of “arrastoes” (swarming or assaults by large groups of youths). So far, there are no reports of assaults on U.S. citizens in the area. Brazilian national security forces have been called in to maintain order and are reportedly already deploying into the city. U.S. citizens are urged to monitor media reports about security conditions in Salvador and the State of Bahia and to consider delaying any non-essential travel to those areas until the security conditions have stabilized. http://tinyurl.com/6tnhhks

Emergency Message for U.S. Citizens: Buenos Aires (Argentina), Road to Airport Blocked by Striking Workers
Local media is reporting that traffic flow to Ezeiza airport in Buenos Aires has been partly blockaded by striking workers. Therefore, the Embassy encourages all U.S. citizens using Ezeiza airport to check news reports or with their airline for more information. U.S. citizens should be reminded that demonstrations are common in metropolitan Buenos Aires and occur in other major cities as well. Protesters on occasion block streets, highways, and major intersections, causing traffic jams and delaying travel. While demonstrations are usually nonviolent, some individuals break from larger groups and sometimes seek confrontation with the police and vandalize private property. Groups occasionally protest in front of the U.S. Embassy and U.S.-affiliated businesses. U.S. citizens should take common-sense precautions and avoid gatherings or any other event where crowds have congregated to protest. Emergency Message for U.S. Citizens: Panama, Disruptions Along Pan-American Highway
The U.S. Embassy in Panama City alerts U.S. citizens to continued disruptions and blockages along Pan-American Highway near the San Felix area in Chiriqui (Ngobe Bugle region) and El Higo in Veraguas due to ongoing mining law protests. Anti-riot police are stationed near the area. However, demonstrators have obstructed the road and are controlling access. Most traffic on the road is stopped and the Pan American highway in these areas is effectively closed. U.S. citizens are therefore urged to avoid the areas of demonstrations, to defer traveling to the area until the protests end, and to exercise caution if within the vicinity of any demonstrations. U.S. citizens should stay current with media coverage of local events and be aware of their surroundings at all times. Other protests on this or other issues may occur at any time and be repeated with little or no warning. The embassy continues to caution its employees and all U.S. citizens to exercise heightened security awareness and avoid crowds as well as any areas where there are demonstrations or where confrontations could occur. http://tinyurl.com/77bekhx
