Emergency Message for U.S. Citizens: Nuevo Laredo (Mexico), Prison Break in Piedras Negras (September 17)

The U.S. Consulate Nuevo Laredo alerts U.S. citizens of a large-scale prisoner escape from the Piedras Negras Central Prison on Monday, September 17, 2012. These prisoners remain at large. Although Mexican federal and local security forces are on the scene and the prison is reported secure, security sources warn that many of the escapees have known connections to Transnational Criminal Organizations (TCO), and may join TCO activity in the Piedras Negras and Nuevo Laredo areas. The U.S. Consulate urges all U.S. citizens to maintain a low profile and a heightened sense of awareness and to avoid the area in close proximity to the prison, which is located near the intersection of Ave. Lazaro Cardenas (Hwy 57) and Calle Santa Cruz.

Emergency Message for U.S. Citizens: Asuncion (Paraguay), Dengue Fever Endemic

This Security Message for U.S. citizens is a reminder that dengue fever is endemic in Asuncion and that the most effective protective measure is to avoid mosquito bites.

As the weather gets warmer, the mosquito population will increase. The press is already reporting that climactic conditions are becoming favorable for mosquito breeding and some of you may have already noticed an uptick in the presence of mosquitoes in Asuncion.

According to the Centers for Disease Control and Prevention (CDC), those who have already had dengue or those with impaired immune systems are at higher risk for hemorrhagic dengue if they are re-infected. Protection and prevention for these persons is especially important.

The CDC highly recommends eliminating the places where mosquitoes lay eggs, primarily artificial containers that hold water. Items that collect rainwater or store water (e.g., plastic containers, bird baths, buckets, etc.) should be covered or properly discarded. Pet water dishes and vases with fresh flowers should be emptied and cleaned at least once a week to eliminate mosquito eggs and larvae and reduce the number of mosquitoes present in these areas. It is important to keep windows and doors closed to reduce the risk of mosquitoes coming indoors. Proper application of mosquito repellants containing 20% to 30% DEET as the active ingredient on exposed skin and clothing decreases the risk of being bitten by mosquitoes (for information on the safe use of insect repellants, see the CDC webpage on insect repellant use and safety). Mosquitoes are most active in the hours around dawn and dusk, so avoiding outdoor activity at these times will also aid in prevention.

MIGUEL ALEMAN, TAMAULIPAS

Mexican military have arrested 9 heavily armed gunmen in two trucks with American license plates, one Minnesota and the other from Texas. They were spotted when they tried to flee from the military patrol. Inside the vehicles were 7 assault rifles, 95 magazines and 2,510 rounds of ammunition. In addition to that, they also found 4 radios and cal-trops (steel ‘stars’ used to puncture tires when thrown in roadway). The report says the investigation is continuing.

CAMARGO, CHIHUAHUA**

On Saturday, a 7 hour shootout left two state police officers and two civilians dead. The authorities identified the 2 officers as Julián de Santiago and Alan Ríos, both agents with the anti-kidnapping unit. Three gunmen were arrested and transported to the state capital. A house near the shootout was nearly totally destroyed, with the owner lamenting on who would pay for the damages to the home it took him 14 years to complete.

IRIMBO, MICHOACÁN

Two young women were killed Sunday night, and left with ice picks in their chest holding a narco message.

TOBOLOTO, MICHOACÁN

Two decapitated men were found, with their heads near the bodies. They had also been castrated, and showed signs of torture. One victim was nude and the other’s pants were down to his feet.

MORELIA, MICHOACÁN

Two people were found after being burned, leaving only bones. One was burned with tires, leaving some bones which were taken to try to identify the person. The other’s charred body was found in the back seat of a burned out car, apparently dead by gunshot.
