This is the full translation of an article that ought to ring alarm bells on Capitol Hill, which was in one in a large chain of Mexican newspapers. Mexico : No. 1 in the world in EMIGRATION

Mexico City – Aleida Alavez Ruiz, Vice President of the governing board of the Chamber of Deputies (House of Representatives) said at the opening of a discussion panel about “Youth and Migration” that Mexico ranks first in the world in emigration, according to data from the World Bank.

In the case of Mexico, according to the Economic Cooperation and Development Organization, (ECDO) she pointed out that currently 4 of every 10 youths aged between 15 and 24 emigrate, mainly to the United States, for which reason it is necessary to create public policies to avoid their exclusion.

She pointed out that Jalisco, Michoacan, Zacatecas, Puebla, San Luis Potosi, Hidalgo, Guerrero, Oaxaca and Chihuahua are the states that evidence the largest exodus of youths.
She asserted that “the emigration of youths comes across as one of the facets of extreme exclusion which shares common characteristics with the experiences of exile, uprooting and the loss of temporary or spatial horizons, such as the annulment of employment expectations or of personal relationships.”
At the event, which took place on the International Day of Youth, she added that, along with Turkey, Mexico leads ECDO member countries in the drop-out rate of high school level students, that is, 6 out of every 10 abandon school, which in many cases generates the search for opportunities away from their place of origin.
She emphasized that 530 thousand abandon secondary (education) yearly, on top of the fact that there are 8 million “neither-nors” (youths who neither go to school nor work) of which 60 percent live in poverty, besides the fact that youths between 14 and 29 years enter into informal work and receive salaries up to three times less than what adults receive.
She said that the foregoing is due to the fact that this portion of the population represents one third of the persons who emigrate at an international level, that is, nearly 27 million persons who face challenges tied to social exclusion, poverty, exploitation and discrimination.
Despite the migrants’ “predominant negative perception” she deemed important to keep in mind the enriching contributions they generate for humanity. “Emigration is not so much a problem, but a social reality that brings about evolution and makes positive contributions to the place where the emigrants arrive and from which they depart.”
At the event, organized by the Commission of Migratory Affairs, Deputy (Congresswoman) Lorenia Iveth Valles Sampedro (PRD) (political party initials) pointed out that in the case of the United States, Mexicans are the youngest group among the Hispanics who emigrate to that country.

Mexico detains 16 Honduran migrants

Although the title says the number were 16, it reports the detention of 33 Central American emigrants who were headed to the United States and who were in Mexico illegally. Eleven of the 33 were minors, and couple of them were traveling unaccompanied by an adult. The arrest took place in the Mexican state of Veracruz, where officials state that this year they have intercepted 798 aliens who were minors between 11 and 17 years of age, 75% of them traveling alone, and coming from Guatemala, Honduras, El Salvador, Nicaragua, Ecuador, Nepal and Peru.

LAZARO CARDENAS, MICHOACAN*
On 29 July 2013 at approximately 0800 hours, authorities recovered the body of Municipal Police Commander Jose Manuel Reyes Rosales outside the Port of Lazaro Cardenas in Michoacan. JUITEPEC, MORELOS
On 30 July 2013, municipal police operating went on strike in Juitepec, Morelos. Conditions laid out by the officers as part of the strike included better working conditions, better patrol cars, better food, and higher salaries. CHOIX, SINALOA
On 29 July 2013 at approximately 0700 hours, three armed individuals set six houses on fire in La Cieneguita de Nuñez neighborhood of Choix, Sinaloa. The individuals responsible for these arson attacks were identified and arrested. The homes were set on fire because 2 of the individuals working for rival criminal groups made threats against each other, including burning down one home. The two work as lookouts for rival criminal groups. Found at the crime scenes were (40) 7.62x39mm shell casings. TIJUANA, BAJA CALIFORNIA
PEP officers recently dismantled a synthetic drug lab at a tire business located in the Francisco Zarco neighborhood of Tijuana, Baja California. Items seized from the lab were reported as follows: 100 kilograms of crystal meth, Burners, Buckets, Distillers,Pressure valves, and Tires used to conceal drug shipments. Arrested in conjunction with the drug lab were nine individuals; three of which were identified as children.
