On Saturday, February 11, Mexican Marines captured Juan Francisco Alvarado Mortagón, alias “El Pollo H”, wanted for his role in multiple homicides where the bodies were found in two mass graves.
On Saturday, General Marco Antonio Delgado Talavera resigned as the Chief of Police. This at a time when the city is experiencing an increase in theft and violence. Operational control of the department now rests with Captain Hugo Eduardo Gutierrez, acting deputy , who arrived three years ago with Delgado Talavera in a program that sought to militarize local police. Although it was rumored that other military officers assigned to the Attorney General’s Office had also resigned, this was not confirmed by any authority.
Mexican Marine intelligence has developed information that many of the cartel bosses no longer live in mansions or luxurious residences. Many, especially Zetas, are now living in trailers, trucks or vans so they are mobile and able to flee when necessary. For example, Raul Lucio Hernandez, a Zeta leader in Veracruz captured in December 2011 was living in a camper parked in a yard.
Two middle aged men were shot and killed in the resort restaurant Isla de Piedra here on Sunday. They were eating a meal when assassinated.
A taxi driver was kidnapped Saturday night, and his decapitated body was found inside the trunk of a car along a highway. His head was in a bag, and a narco message was left.
