Slayings in Juárez dip 3 straight months

(Trying to set a definite number on this is problematic, as bodies can be later found and the death determined to be a certain month. Add to that the fact of deaths also occurring later in hospital from wounds or injuries. Lastly, these figures can be altered by police determinations in investigations: is it narco related? is it a homicide or horrible accident? is the cause of death the assault or physician negligence during emergency treatment? Thus, figures such as these have to be kept in perspective as one understands the figure may be very imprecise.)

There may have to be a court decision made as to whether our present Federal Statutes require us to accept the consulate identification cards produced by embassies of foreign nations.

    • m3report Says:

The thing is, Lynn, the Matricula Consular cards are ONLY issued to those illegally in the country. The security features for them are so poor, anyone can counterfeit one with a camera and computer. Thus, as valid ID, they are essentially worthless.
