The “governor” of the Bank of Mexico said that individual monetary remittances sent by Mexicans abroad back into Mexico fell 2.2% during the first semester of 2008 and reached 11.6 billion dollars. The “central bank” attributed the drop to a weakening of the U.S. housing construction industry plus the Mexicans’ larger problems in being able to emigrate and a growing difficulty by undocumented persons in finding employment. Some 22% of Mexicans in the U.S. work in housing construction. Individual monetary remittances are the 2nd highest source of foreign currency for Mexico, after petroleum.
Individual monetary remittances reached 23.979 billion dollars in 2007, an increase of just 1 % over the 15.1 % growth recorded in 2006. More than 98 % of the more than 11 million Mexicans who live abroad do so in the United States. Officials estimate that more than five hundred thousand Mexicans emigrate each year to the United States.

El Debate (Culiacan Sinaloa) 7/31/08
Three murder victims were found in Culiacan. Again, they were all wrapped in bed clothing and taped. They had apparently been shot elsewhere and later dumped on the street at two place in town. This makes six such finds in 24 hours in Culiacan. The attachment to this report is a photo of two of these latest victims.

Diario de Coahuila (Saltillo, Coahuila) 7/31/08
– Jose Teran was recently released from the federal prison at Tehuantepec, Oaxaca. Last Monday he took part in an armed confrontation between rival kidnapping-for-hire gangs. He ended up wounded by the gunfire and was taken to the hospital at Juchitan, Oaxaca. Yesterday a doctor and a policeman came to the hospital and went to see him; but when they couldn’t open the door to Jose’s room they broke the glass on the door and finished off Jose with “more than” ten shots to his face and chest. The “doctor” and the “policeman”, killers wearing costumes, then left and were not apprehended.
– In Guadalajara, a 69 year old was assassinated by “various knife blows”
– A police “commander” of Coacalco, state of Mexico, was forcibly abducted by a group of men armed with AK-47 rifles. His whereabouts are unknown.
– The “public works inspector” of Amatlan, Cordoba, Veracruz, was found inside his vehicle, shot ten times on the body and face.

El Diario (Ciudad Juarez, Chihuahua) 7/31/08
Two more police officers were shot in Juarez. One died at the scene and the second one is hospitalized; his name had appeared in an earlier “death threat” message and he was in the process of retiring from the police agency.

El Imparcial (Hermosillo, Sonora) 7/31/08
– Two subjects were arrested in Caborca, Sonora. They were in a vehicle stolen from Arizona (lic. YXN5399, Nissan) and had with them 3 AK47 rifles, 2 .38 “super” pistols, more than 500 rounds, 3 bullet proof vests, nine sets of keys for other vehicles and 27 clips. (Caborca is some 75 mi. SW of Nogales)
– In Nogales itself, five individuals were forcibly abducted as they left a restaurant. The abductors wore hoods and dark clothing, at least one of which bore “AFI” insignia ( Mex. Fed. Inv. Agency); the victims who resisted were beaten and clubbed with rifle butts.

El Informador (Guadalajara, Jalisco) 7/31/08
A man, his wife, their 8 and 7 year old daughters, the wife’s 15 year old son plus another woman were all found shot to death inside a house in Zapotlan El Grande, near Ciudad Guzman, Jalisco. The assassinations apparently took place Monday night . The house had recently been owned by the Secretary of Agriculture.

La Jornada (Mexico City) 7/31/08
“Organized crime executed 22 persons in just two places. There were fifteen murders in Chihuahua, among them a city policeman, and seven in Sinaloa, while in the state of Mexico they abducted a commander of the Coacalco municipal police.”
“According to calculations by Chihuahua officials there have been 128 assassinations just in July, which add up to 677 so far this year.”

Norte (Ciudad Juarez, Chihuahua) 7/31/08
Leaders of the business community of Ciudad Juarez said that it is urgent for the federal government to take control of the Juarez city police force while the latter is being purged. This, after the arrest of two Juarez city police officers, one believed a hitman and the other a kidnapper.
