Unproven Police Still Working Kidnapping Units: Calderón
The police forces in Mexico are unreliable, said President Felipe Calderon. Before the National Security Council demanded police certification by governors, many criminals were involved in the police.
The Mexican governors said that the goal of certifying officers of the entities has not been met because there are not enough polygraphs.
The mayor of Mexico City, Marcelo Ebrard said at the National Security Council that the goal of confidence in police controls by May 2012 will not be met. As the Governor of Oaxaca, Gabino Cué questioned what will happen to officers that do not pass and how will they be replaced.
The total number of certified police officers throughout the country 458,816, as of September 2011, with 71,079 assessments finished, the total of officers approved has only been 7.81%, according to the National Public Security System.
At least 150 police officers being assessed for honesty are still working on anti-kidnapping units of state security forces, said the president of Mexico, Felipe Calderon.
During the 31st session of the National Council of Public Security, Calderon said governments have made “significant progress” in implementing controls to trust their police as a measure to prevent the abduction, but there are still pending controls.
“Beyond completing this process, we must remember that there is not another element of progress of more interest to the public than the actual reduction in the number of kidnappings, in large numbers still being committed in the country,” said the president before governors, legislators, and public safety officials.

MONTERREY, NUEVO LEÓN*
A group of gunmen entered the home of a police officer, and opened fire. The officer, wife, and their 20 year old daughter were executed. Arriving officers found five children weeping beside the bodies. They are aged 7, 5, 4, 3, and 1 years old. State police searched for the shooters for several hours.

CABO SAN LUCAS, BAJA CALIFORNIA SUR
On Saturday, a group of 10 gunmen entered the store named Soriana, firing into walls and other things. This created fear and panic among 450 employees and customers in this tourist destination. Streets were closed and the people evacuated by over 50 officers plus military. After 4 hours of a shootout, 4 gunmen were arrested and the remainder escaped. (See below; a Mexican Marine and a gunmen were killed, and 3 police officers wounded.)
MONTEMORELOS, NUEVO LEÓN
At about 1230 on Monday, the Mayor was chased and attacked. He made it to a police facility, and authorities searched for the gunmen. His vehicle had at least 4 bullet holes in it. For several months, residents have claimed that Los Zetas have taken control of the area, as they brazenly walk through the town streets without anyone to stop them, plus there is now more frequent extortion of merchants, a situation is well known by the Mayor.
CADAREYTA, NUEVO LEÓN
The report begins that the bloodshed continues and the authorities still do not catch those responsible. Authorities received an anonymous call of 4 executed people dumped along the highway between Cadareyta and Allende. All remain unidentified. Shortly after, another body was found along the highway between Cadareyta and Santiago. He is also unidentified.
